The project envisages a multi-pronged strategy for building the capacities of a range of information providers and seekers towards operationalising the Right to Information. It includes the following elements:

Strengthen existing institutional capacity - at central, state and district level - to service the Right to Information;

Undertake training and sensitization of government officials at all levels by means of module development, innovative training techniques, and sharing of ideas and 'best practices;

Review business processes and information management systems to facilitate sharing of information;

Provide a platform for broad-based deliberations on rules under the RTI Act, to pave the way for smooth operationalisation of the legislation;

Launch media campaigns to create and sustain awareness amongst the general public, and augment their capacities as seekers of information;

Design fora and processes for enhanced citizen-government interface as well as an institutionalized mechanism for addressing citizens' feedback.
Building strategic relationships is the key to successful implementation. Institutionalising collaborative and strategic partnerships, therefore, is the cornerstone of the capacity building strategy. The project thus envisages strategic partnerships between Governments at various levels, Civil Society Organisations, Central/State training Institutions, Academic & Research Institutions, Private sector and Media.
