I want to know that some departments have been exempted under RTI ACT. They say that they are only bind to reply query related to human rights and corruption. Where as it is very strange that if any person belong to that department and wants any query related to their own grievances, can they apply under RTI to get the information from their department which are exempted under RTI. Because it has no sense that an employee is being denied to get the information of their own grievances from their own department just because they are exempted under RTI. Can you intimate me.

CIC vide its decision/order in Appeal No. CIC/OK/A/2006/00154 dated january 2.2007 had directed DOPT to suitably amend their WEBSITE in respect to providing FILE NOTINGS which has been creating lot of confusion due to DOPT IOM No.10/8/2006-IR dated 2.2.2006. pls confirm this has been amended as i could not locate this on web-site. pls also guide me how to search for such an AMENDMENT. thanks for yr help. Decisions on the apeals/ complaints in the CIC are mostly of very inferior quality. ICs must deliver more justified decisions ;& only as per RTI spirit. Today more than 99 % appellants are aggrieved on CIC decisions. Many quasi judicial decisions delivered by CIC are blank ; defective; deficient; unjustified & against RTI norms. One IC Mr Shailesh Gandhi only has been giving good , unbiased decisions. So, the PM & Deptt of Personnel / training must look into the grave issue immediately.

I was made to tell reasons for seeking the information. I was threatned to be handed over to police. I was so traumatised that I have to tell them. Moreover no information was supplied to me yet my application was rejected by information commissioner PREM VIR SINGH . My case no. is 1015 and one can compare the information sought by me and misleading and wrong information supplied to me.

Section 20 of RTI Act, which provides teeth to the Act, is not used properly by the CICs. Information commissioners favour public servants. In case n0. 1796 of 2007 of STATE INFRMATION COMISSION HARYANA. despite a clear delay of 193 days in supplying the information, information commissioner did not impose any penalty on SPIO , left him only with warning to be careful in future, which is nowhere mentioned in the Act.

I think that the sample application forms provided is very useful as it is excellent for first time users and applicants. I would like you to have a special page which lists as examples those RTI success stories which have resulted in benefits to the applicants and to the general public. There can also be a page listing the most common problems faced by applicants and remedies for such problems. If a first time applicant encounters some resistance or is misled by authorities he can refer to either of the two pages I have mentioned above to seek answers to his doubts Keep up the good work. DoPT (GoI) had published in their website that file notings are exempted from the purview of the RTI Act, which is rather misleading. The Central IC had also directed GoI to delete the same. Last time I had sent email to all members of the Central IC pointing out that DoPT (GoI) had not yet deleted about file notings published in their website. Still, there is no action. If the DoPT, which is also the implementing agency for RTI at the National level, do not listen even to the CIC, and the CIC cannot do anything, just imagine about the poor & weak people! This surely will defeat the purpose of the RTI Act.

last year i asked for certain informaion under rti act 2005 from `madhyamik shiksha parishad`,u.p. allhabad but they did not send any reply. now last month i sent them an aplication with requisite fee for the information under rti act but even after 30 days they have not replied.i do not know the name of PIO and Appellate authority with them. please help what i should do now?

It is a dream come true to see the RTI act being enforced and popularised. However the initial preparation requires strengthening of infrastructure in public offices otherwise what will happen in the office which does not have the requisite fund even for office stationeries. How will they cope up with the growing demand of informations. Even the money received for furnishing information cannot be utilised as it has to be deposited under the earmarked head. Thus there is need to strengthen the infrrastructure of public ofiices and to devise a mechanism through which the amount received for furnishing information could be utilised instantly by PIO/APIO. This act will do wonders in the coming years in checking corruption/red tapism and in ensuring accountability. It needs to be extended to cover all wings of governance.

This is realy a good intiative by the authorities. but i think a lots of improvment is required with this site to make it more useful. i would like to give some comments. 1. There should be a RTI expert for answering the question asked by the applicant. 2. Post it & share is a good section but more awareness should be spread into the general public, so that more openions will come from various areas of india and abroad.

The achievement of preamble of the act to control corruption is only possible if the RTI Act has specific provisions to deal with the cases where authority says that the information is not available and distroyed.The commission is taking it very lightly where department says that the information/document is not available /received or distorted information is given. The delay in suppling of information also causing irrepairable loss to the citizens.

The website is excellent not only for RTI activists but also for all stakeholders. I am very much impressed by the manuals published. However some repititions can be avoided CGG should support civil society organisations in other states to come out with regional language versions of these manuals and presentations. As a consumer advocacy group we are involved in RTI campaign in Karnataka (with CHRI)and we have established a RTI hub. We would like to add hard copies of all the manuals and publications of CGG.
